How should I format mobile numbers?

Use international format: a plus sign, country calling code and the complete national number. The Coverage guides explain country codes and destination considerations.

Does adding a contact give permission to message them?

No. A saved contact or group membership is not evidence of consent. Send messages only to people you are permitted to contact and honor their opt-out requests.
